Well I seem to remember that the clandestine creation of eunuchs is alive and well in Saudi and other wealthy ME countries. That suggests that there are experienced and willing eunuch creators there for those with the appropriate cash.

On the other hand if you want an el cheapo serious nullo experience somewhere I have seen a video of the punishment of a rapist (Iran I think) that might fulfill all your dreams and then some.
