Hmmmmmm . . . I do vaguely recall an incident in Seattle's Capitol Hill area where one fine summer afternoon a pre-op TS with quite a nice rack decided to go wandering about topless to catch some rays after having maybe one tiny drink too many. 
"She" was, of course, nabbed by the police and hustled off to jail where they found "she" was quite definately "he" with fully functional male dangly bits . . .
Turns out she wasn't charged with "exposure" since she hadn't broken those laws because they allowed a male to go topless with impunity.
She was charged with some other misc. things from creating a public disturbance to public drunkeness, etc.
I suspect that no matter what, they can always find SOMETHING to harass you with. *sigh*
I wonder if local laws here have been changed from not allowing one to expose one's genitals to not allowing on to expose one's "genital area" like they proposed a number of years ago? The first way it would have been legal for me to walk down the street naked, the second, not. Either way I'd be "creating a disturbance" (and most likely resisting arrest, too . . . :tongueout )
