When I've compressed the dorsal nerve the numbing that comes from that is total. Even a candle flame directly on the glans cannot be felt. The dorsal nerves will try to recover but it can be very slow (I've heard they can regenerate as little of 0.1cm per month). The longest it has taken me has been two months. In the case of regeneration the sensation doesn't actually come back slowly but rather stays totally numb then sort of "suddenly" (over course of a couple days) returns.
Based on my experience with numbing due to banding and also other attempts to destroy the dorsal nerve such as injecting alcohol, phenol and glycerol, I've always seen regeneration.
So personally I actually think your problem is something else. Full dorsal nerve damage would also prevent your feeling of hot and cold, plus point damage due to a band should regenerate.
I have experienced the feelings you've described though and I think they are biochemical. If a person is on an anti-depressant, at least for some people the sensitivity of the penis will go way down along with the pleasurability. I've experienced this when I was taking Celexa as a cure for sex addiction. Also, if your testosterone is low (and sometimes other related sex hormone imbalances like progesterone or estrogen) you'll get the same effect -- basically the penis loses a lot of sensitivity as well as the ability to get and sustain a strong erection.
So honestly I would consider that maybe you have a brain chemical or sex hormone deficiency. Have you tried taking a DHT-derived steroid like Proviron? It gives me rock hard spontaneous erections and really strong orgasms. Or are you on anti-depressants? Those might be causing it. Actual depression can also affect this sort of stuff.
Hopefully that gives you some hope. I don't think your symptoms match the damage from a single one-hour banding session.
