I agree with this new rule. Although I tend to let users stay on longer than the 30 minutes you have suggested. I have given up to an hour before questioning it.
When someone does not respond to an OP, I think they are lurking or have left their computer on and gone away. If an OP asks a question to the user, and the user does not respond, a kick is in order after the given time. It's not like they can't log back on again.
In many chat topics, some users do not join in or reply, and that is fine. Not everyone has something to say on the current topics and should not be required to do so.
