I plan on cutting off the cock once it is numbed completely so I guess inner tube is out of the question. Thanks though.
I think if you band you will get numb afterwards if you take the bands off like you did. If you cut off your penis of course there will be no numbness

.... So if you intend to band and then cut off the bands like you did then the tube idea may work as it did for my friend. If you do not want pain as a prelude to removal you could leave a bit of space behind the tube section to get the knife in. From what I hear this pain is as nothing compared to the healing process and catheterization, if long term pain will be an issue for you I would strongly recommend not cutting off your penis in the manner you intend. I think I’m just going to place two green bands at the very base of the cock, wait 1.5 - 2 hours, then slice it off right above the bands. It’s the only thing that will ensure numbness and that as much of the cock as possible gets cut off.

As a point of observation you may find that the bands just roll off as the penis stump retracts inside the body and you will start to bleed badly and I doubt you will be able to control it so make sure emergency treatment is not far away or you will maybe die. Needles placed through penis and in front of the stump may prevent retraction to some extent but don't rely on this method. Best have another person there to help if it goes all wrong. Have you researched your chosen method at all? Have you had a reroute? Have you considered the strong possibility of a UTI? If you get this you will really know what pain and discomfort are all about. Will you use a catheter and cut around this? If you are unable to pass urine you will put yourself in grave danger? I am not trying to dictate to you what you should do but I am concerned that if this is your honest intent you should reconsider and not rush into it without a better understanding. You will not get every answer here quickly and you are better off seeking lots of opinions by P.M. too. If this is a fantasy you enjoy that's no problem for me, I am sure the more real it feels the better but please do not take it too far and deceive people and waste their time as that would be very rude and unkind to those who try to help you in good faith. I’ve done a bit of research, I’m not worried about the bleeding. I’m just worried about the bands slipping off as it turns into a stump as you said, thus leaving the job botched or incomplete. It may be best to also clamp the penis where the bands are? Needles seem like they can rip through easily but the clamp will have good friction to hold the bands on and also hold the penis stump out and in place.
I was castrated by a friend with only a scalpel and forceps clamp, no anesthesia or anything. Bled for a little while then it clotted quickly. This is no fantasy and I am not unfamiliar with pain. As I said I am only worried about not being able to finish the job due to retraction of the penis.

Well penectomy compared to castration is a whole different ball game (excuse that one). The penis is a lot more vascular, a clamp will unlikely prevent retraction. You should be worried about bleeding, your statement that you are not suggest your research is incomplete. Most of the radical, simple cut penectomies I have read about ended up needing emergency treatment and those people seemed to have done more research than you. They at least had a contingency plan. I would stop going on about it but you have not really reassured me you have that aspect covered so I am worried for you. You need to consider after care, urethral issue, and reroute etc as much as the immediate cutting. The cut if done takes but a few moments compared to the recovery and this is the aspect you need to be getting clearly planned. Once the euphoria of the act is over the reality of care can hit hard and badly if not considered. I am not experienced in any way to advise you further except to add my voice to those who urge the greatest of caution in proceeding with you plans without proper preparation and clear understanding.

My contingency plan is typically arrive at the ER, as that’s what I did when I was castrated. I’ve had a catheter before and such. I’m really not worried about anything besides completing the task.
As I said, my main concern is retraction of the penis past the bands, or the slippage of the bands over the incisions. Aftercare and recovery will come naturally once the action is complete, if that’s even possible.

Well if you're going to do it, do it right by the bushes just outside the ER entrance so you won't have far to go.
