Hey Sandi,
What I'm looking for is to do a banding program in my "off-time". For example, if I'm going to be spending the weekend with a partner. I could do a banding routine or other program on Friday morning to keep me slightly numb for the entire weekend. Any suggestions here?
In our experience, banding doesn't do "slightly numb." What I was suggesting was banding far less tight than what would result in numbing--just enough to restrict blood flow out of the penis (veins near the surface) but not restrict flow in (deeper arteries) and not abuse the nerves. If you band tight enough to cause any numbness, you've gone way beyond what I was suggesting. Banding to the point of numbness can leave you completely numb for a couple of weeks or ten minutes, and it's hard to tell which you'll get, but it's not terribly effective for "slightly numb." Also, if you're numb, you'll probably have a problem maintaining an erection, which is probably not what you want.

I don't think you should think of banding as a solution AT ALL.
You will create a circulation problem, which you DONT want, and not solve an over sensitivity which you wan to lessen.
I've tried this myself and it worked for me. With one long term effect.
Get some Anbesol tooth painkiller cream, and try rubbing it into your cock several times a day, and wrap it in Saran Wrap,to heighten the effect. It works almost instantly, and the longer you use it, the longer it will last.
I would try it for a whole day and see how it effects you and see how long you remain numb.
But be CAUTIOUS: doing this repeatedly definitely shrunk my dick. After a day, it took me nearly a week to feel anything.
After a week wrapped in Saran Wrap with repeated applications during the day, I lost a full inch in length.
Go slow ... Don't overdo it. And at least try this before doing anything that will hurt your ability to get a hard on.
But seriously... Losethem's comments are on the mark... Being vulnerable enough to talk about this with your partners is sexy.... Wanting to please her or him, should never be received with anything but gratitude.

I have tried SSRI's (horrible side effects), kegel techniques (didn't work), breathing techniques, and edging. All of them could never cancel out an EXTREMELY SENSITIVE PENIS. I have a theory, based upon one doctor I saw, that my circumcision wasn't done properly making me way more sensitive. I'm looking for the best solution to bring down this sensitivity with least potential for minimal risk for permanent damage. Again, I'm avoiding sex right now, so I have ONLY TO GAIN.

If you were circumcised incorrectly... though I have no idea what that is. If you have enough material left, perhaps you could get your circumcision tightened.
I have to tell you, I don't have a cock anymore, and I cum just fine. So losing a bit more material from yours probably wouldn't leave you worse off.

All I can say is....
There are lots off things for desensitization, but this worked for me.
It's also fairly mild, so GO SLOW, and see what kind of results you get gradually.
Better to go slow than go too far to fast.

I have had a problem with too much glans sensitivity all of my life. It has prevented me from enjoying sex to the fullest so I decided to fix the problem once and for all. I removed my glans so I could enjoy the more subtle sensations from my penis shaft. I stumbled upon the fact that less can be more when I was doing my glans separation and lost a lot of the sensitivity in my glans. So why then did I remove my glans if I already had lost a lot of the sensitivity? Because my numb glans was getting in the way of my enjoying the sensations from my shaft shaft to the fullest. A bit radical I must admit but I am extremely happy with the result. It achieved the goal I wanted. There are other advantages also to being glansless.

AbstractPremature ejaculation (PE) is the most common sexual problem experienced by men, and it affects 20%-30% of them. Pulsed radiofrequency (PRF) neuromodulation has been shown to be an effective treatment for a wide range of pain conditions. We used PRF to treat PE by desensitizing dorsal penile nerves in patients resistant to conventional treatments. Fifteen patients with a lifelong history of PE, defined as an intravaginal ejaculatory latency time (IELT) of <1 minute that occurred in more than 90% of acts of intercourse and was resistant to conventional treatments, were enrolled in this study. Patients with erectile dysfunction were excluded. The mean age of the patients was 39 +/- 9 years. Before and 3 weeks after the treatment, IELT and sexual satisfaction score (SSS; for patients and their partners) were obtained. The mean IELTs before and 3 weeks after procedure were 18.5 +/- 17.9 and 139.9 +/- 55.1 seconds, respectively. Side effects did not occur. Mean SSSs of patients before and after treatment were 1.3 +/- 0.3 and 4.6 +/- 0.5, and mean SSSs of partners before and after treatment were 1.3 +/- 0.4 and 4.4 +/- 0.5, respectively. In all cases, IELT and SSS were significantly increased (P < .05). None of the patients or their wives reported any treatment failure during the follow-up period. The mean follow-up time was 8.3 +/- 1.9 months. It is early to conclude that this new treatment modality might be used widely for the treatment of PE; however, because it is an innovative modality, placebo-controlled studies (eg, sham procedure), with larger numbers of patients and including assessment of penile sensitivity (eg, biothesiometry), are needed.
