I have 2 plans in place. Already I use little water compared to what I used to. At this point one plan would create economic hardship, but it wouldn't be as bad as what everyone else faces if we run out of surface water. Plan 2 - leave California. This is looking increasingly likely for me, but the drought is only one consideration for this plan.
River will remember a large 2.4 million acre foot reservoir east of where he used to live. It's at 450,000 acre feet of water now, and the people responsible for it are expecting it to go "dead pool" over the summer (not quite empty, but so low they can't release water). The old state highway bridge almost came out of the water last summer. It's not the lowest I've seen this reservoir since it's first complete fill after its construction in the late 70's, but it will definitely get there this summer. There is a smaller, 100,000 acre foot reservoir that has been full for it's entire existence just down stream from this larger reservoir, and they are planning on draining it this year for agricultural purposes.
If you love almonds, if this goes on into another year after this, expect prices for that nut to skyrocket. In the entire world they are mostly grown (about 90%) in the area where River and I used to live. Your grocery bills will go up for other stuff as well - many fruits and veggies come from our central valley. I doubt Florida will be able to take up the slack.
It's REALLY bad. People that have never been to California or the southwest don't realize just how devastating this is going to be. Much like the real estate bubble a few years back, what's happening in California IS going to impact the rest of the US eventually.

Drink wine (but not California), build an outhouse, one 5 minute shower a week (get perfume and nose plugs), and let the lawn die. Other possibility, go to jail and have no water restrictions.

Whether or not one agrees with Moi's philosophy, I believe he does have a point. Population growth in California continues. Water provides are adding new customers. It would seem likely that these providers have passed the point at which they began to promise a product they could no longer produce in sufficient quantity.

Under normal conditions there is more then enough water for California, when you are in a drought like this one and you get 5% of normal, then it does not matter who moved to California or why.
Some interesting thoughts on Gov. Brown, the last time there was a drought this bad was back in the 70's and the governor at that time put in all sorts of sanctions and asked people to conserve and well it did not work because people like Moi and I am picking on him because it was that attitude then and now that is still in place. Well the pleas of the Governor then when silent, the people did not do as asked for the good of all. This Governor has put in much stricter sanctions remembering what happened back in the 70's when that governor failed.
Governor Jerry Brown was the youngest governor in California in the 70's when that drought happened, he is now the oldest Governor and is faced with the same problem, he wont make the same mistake again.
Californians beware and be warned he means business.
And no this is not political, this is about a drought in the west which will affect every single American, it will affect the price of your food.

Are you suggesting that California puts up a wall and tells people you can't move there? No Moi's philosophy is wrong I just hope he realizes it before it costs him thousands of dollars in fines.
Keep in mind this happens in California, its happened before and it will happen again. One good year of snowfall and the drought will be over. I remember the last one, one winter after that they had a record year of snow, I went to my brothers place in Mammoth Mt to ski. He had 10 ft of snow on his roof and had to bring a couple workers to remove it so it would not destroy his roof, that winter skiing was fantastic, there was 9' at the 11,000 foot level and 15' at the 9,000 foot level, the three story lodge was buried for the first two stories on the snow side and it was Valentine's day weekend, you could only enter from the third floor then exit the first floor in the parking lot. That year they skied until August. The drought was over, the point is it can all be good again in one winter. The problem is they have had little to no snow for 4 years, last time the drought lasted 7 years and this one is much worse.
Its not about rain, its about snow or the lack of it.

No suggestion of any kind of blockade. This is a problem which I think, as you've said, is only solvable by mama nature. But, the fact remains that right now, the water utilities in many areas lack the resources to support expansion, and in some cases this would hold even if current users began major conservative efforts.

You are right there, this has always been a problem of,
Fix the hole in the roof, but its not raining.
I can't fix the hole in my roof right now, its raining.

Let's see. Guy from the midwest, isn't living in the state that's dealing with the drought. On the surface appears he's never lived here (Please correct me if I'm wrong), so he's going to make it political with "You guys can hide behind "T
" all you want..."
Yes, just because the governor here is a Democrat, it just HAS to be political. The fact of the matter is in the area where I live, wells are starting to go dry, the lakes are at best 25% of capacity, and there is no snowpack in the local mountains to fill those reservoirs, which is our normal cycle. It's mostly been that way for 4 years now. What water we have in them now IS IT. This isn't a political statement, this is a survival statement from the governor. We conserve now or have NO water later, and then lets see where we're at. Frankly, I don't think this has gone far enough. It should have been 50% reductions, no landscape watering, no pool filling, basically no water use except for bathing, cleaning, sanitation, and drinking.
Fuck, Arizona got more rain this winter than we did. Yes, this is political all right. *ugh*

Where are the emergency constructions of desalination plants and aqueducts to the north?
Emergency as in fast track approval.
Still they add more customers to the Water systems everyday. Build we must. :-\
Moi
Drink more water
Stress the system, hurrah
