I think it's not just a misuse of statistics, but the assumption that there is a gene for aggression. As the latter is a rather complex behavioral trait, I want to believe it is not so.

Look at the biochemistry charts. You will find melanin intimately associated with the adrenergic part of Neuro Chemistry. Melanin cells even derive from the "neural tube" and migrate away in embryo development.

Are you sure there is such a phenomenon? Which presidents do you think of as red-haired? Remember, Ronald Reagan's hair color was as artificial as his intellect. Also, perceptions of "red" are quite variable. Katharine Hepburn once referred to herself as a red-head, but she surely didn't have Lucille Ball's hair color.
There is a known effect; blonds tend to marry blondes more often than random chance would predict, and red-heads marry other red-heads less often than chance would predict. This is known as positive and negative assortative mating in the business of genetics.
Red-headed hookers do better business than their blonde, brunette, or bald peers, so humans may find red-heads (whether natural or artificial) more attractive, and because people obviously choose presidents for qualities quite unrelated to talent, intellect, or suitability for the job (how else to explain such dismal entries as James Buchanan, Warren G. Harding, Ronald Reagan, or George W. Bush), if factual, a higher number of red-heads would simply indicate that presidents are chosen by the same rules that govern the employment of hookers. It says nothing about the presidents as such and much about the people who select them.
