That is exactly what I was thinking too, the park rangers could put out a few salt blocks and end this problem... Maybe there is something else about wild mountain goat behavior that keeps the rangers from doing the obvious solution, but I think salt blocks are worth a try.
I have never heard of a wild mountain goat killing a person before, and now I am wondering if the victim was trying to mess with the goat, maybe do a "Rambo" or goat roping rodeo thing or something.

Most people have no sense when dealing with any wild animal, I know, many years in the Serra's camping I have seen people do real stupid things, like feeding deer, you make them a pet, then hunting season starts, Bambi dies. One year they moved a half dozen bears from Yosemite to our part of the woods, two of the bears were so violent they had to be killed. The bears were not bad, people are stupid. You don't offer Smokey the bear part of your sandwich, you don't feed the deer, you don't rescue the baby raccoons, like my next door neighbor did, because you end up creating a problem that can only lead to the DEATH of the animals like my next door neighbors baby raccoons.
Salt licks are not the solution, teaching people how to pee in the woods is.
In most states its against the law to put out salt licks for wild animals, its batting them for the kill.

I was once at a petting zoo and my nieces and nephews were feeding and petting the little animals -- miniature goats, a pony, some others I don't recall. Now remember, I'm in a wheelchair and the goats can climb me to get the sugar water and graham crackers. It was more funny than harmful. The Baby goats were about 20 pounds and the attendants pulled them off easily. Then I'm sitting there and one of the little beasts decides it's going to butt me, so I feel this wap against my back and look around and there it is again lining up a few feet away and it took off and and butted the back of the wheelchair a second time. It really wouldn't stop, even when I moved and turned. I got the giggles and couldn't stop laughing. The attendants were mortified and put the goats in a pen.
Goats butt and they will do that aggressively. That's why their heads and horns are shaped that way. And I am sure that little one was, a large grown goat on a mountain path would hurt.
AS for the salt path. I have this image of a trough urinal at least 500 feet long lined with drunken, boozy weak bladdered woodsmen in plaid all lined up and draining the trouser snake.
