Maybe, except you can see his foreskin seems intact. I think that it is a combination of being small endowed to begin with, being overweight, being cold, having the bicycle seat restrict bloodflow (riding bicycles is known to eventually cause sterility issues due to this), having the exercise reduce bloodflow (I find my penis is smallest when I'm exercising, cause I guess the blood is needed elsewhere), and the angle of the photograph.
I'm not as heavy, but mine would look almost identical. My flaccid penis is unusually short (1.5 - 2 in), but it's in the normal range erect. On a bike seat in his position it is reduced to 0.5 - 1". I'm circumcised, but my penis withdraws so much into the shaft skin that it looks uncircumcised. I love the look of my tiny flaccid penis and would be perfectly fine with a micropenis. I also admire this guy for going so public. I suffered a lot of teasing as a teen.

I agree. It's refreshing to see a man IRL who isn't afraid to openly display his flaccid genitals, regardless of their size.

And he might be a grower and not a shower. I knew a guy like him, looked to be tiny, once he got hard he was 7 inches.

That would be me too. Mine used to grow to just over 6". With the medications I'm taking that lower sex drive and ability to get erect it doesn't top 5". I used to want it to be bigger, but now I'd rather be much smaller. Go figure!
