It seems to include their bombs but never our bombs as in

V2 rockets vs Fire Bombing Dresden.

I was thinking it through and I thought of "targeting innocents" as a definition and next came

V2 vs Dresden.

Would someone please and seriously enlighten me,

Terrorism is an attack or the threat of an attack that creates an asymmetric response.

The Buzzbomb or V2 that Germany shot at England in WW2 was a terrorism weapon. The Brits had to devote resources to defend against the buzzbombs when the airplanes were needed for air-support of troops in Europe or bombing runs on German troops.

The A-bomb drops on Hiroshima and Nagasaki were equally as terroristic in their application. In this case, the effect was to cause an entire nation to despair of retaliation or defense because of the extent of the destruction.

The destruction of Dresden -- bombing a city out of existence -- was again an act to demonstrate that resistance is futile and surrender the only option.

It might sound cliched but "War is Hell" for both sides. You don't go into war halfway.
