Uh, let me put it this way. Pain is your body's way of telling you you are doing something that is harming it. I feel to use any sort of anesthesia when playing with something so potentially harmful is pure folly. Now if your intent is actual castration, that is a different story.

I've never tried banding, but I think I might like it for a short time as I really do enjoy having painful things done to my balls. I enjoy this so much that I have not been able to get comfortable with the idea of banding as yet.
