You might want to look around for a Cyrillic to phonetic Russian program on the internet. That may help.
Or possibly as the story boards if they would support a PDF with Cyrillic embedded as the font and text.

Something had to have gone wrong on the server for this, because if the story was garbage when it was previewed by one of us, it would never have gotten out. That is what concerns me, is the scrambling of data that had to have been good at one time.

the stories are readable. just checked. character encoding in browser must be set to 'windows cp1251'
their headers are however are not readable.
checked once more - from internet tablet (nokia n800)- got them unreadable, but switching encoding to cp1251 helped.
browser at big machine is set to autoguess russian encodings.
so - probably server just returns wrong encoding data in headers.

Running through Google, it translates acceptably, even though it first looks like data salad. Viewing as fhunter says shows valid characters.
