why when you login for ea personals you still have to login for the bulletin board or visa versa ? logging in on both is really not a problem i just thought the two were the same ea.

Yes, both are part of the same EA, however they are two separate pieces of software which don't necessarily want to play well together.
There really was no way to nicely integrate the personals section into the existing vBulletin database when the personals were being set up. So unfortunately, the two packages remain independent from each other.
