The Japanese have some of the strangest attitudes in the known world about sex. Mothers providing a sexual outlet for their student sons has been in the news several times in the past 10 years or so. The big news right now is the increasing number of junior high girls involved in compensated dating, another term for prostitution.
One law, which was changed only recently (and only after very strong pressure from several European countries), has to do with child pornography. The Japanese attitude was that any child young enough to not yet have pubic hair was incapable of any sexual act. Magazines would carry photos of them involved in most any pose imaginable. Photos of young girls in provocative poses could even be found in sports newspapers which were commonly read in the subways (and were frequently on the back page so that everyone in the car could see them). Japanese law, though not Japanese attitudes, is now in line with most of the rest of the world.
At one point in the 1970s I was even given a calendar (issued by a BANK, no less!!!) where every month had a photo of a nude little boy or girl. It went out with the next paper recycling.

I hope that their attitudes don't get suppressed by the rest of the world over time. Being a sexual deviant myself (aren't we all ^_~), it's refreshing to see a culture that is relatively sexually unrepressed, especially compared to Americans.

Yeah, the religious (Judeo-Christian-Muslim) views toward sex tend to have a weak hold on Japan and some other asian nations, allowing them to permit some shocking (to us) attitudes. In many respects this is a good thing, as some aspects of sexuality should not be repressed.
However, we also need to ask ourselves why repression of sexuality is so common in most societies for the past 3000 years. It must serve some purpose.
There is first of all the sexual disease aspect. The free sex 70's left us a huge death toll in the 80's and onward due to AIDS. And there are plenty of other pretty bad diseases. One encounter can end your life as you know it. Promiscuity is ruining many African nations right now. So it is natural for a society to disprove of promiscuity.
Secondly, I think there is an emotional aspect, particularly for women. I am over-generalizing I know, but if women were as free sexually as men, then our species would have died out because instead of gathering food we would have been f*cking our brains out. Women are designed to provide some sexual restraint in our society. In particular, they seem to highly prefer commitment before they are sexually involved. Therefore, without rules about rape and sexual harassment the women in society would be accosted all the time with a net detriment to society. So it is natural for a society to protect the "chastity" of women, even if it eventually goes overboard and becomes repression.
Anyway, I think it would be great if a society somewhere helped adolescent kids explore their sexuality in a positive way. However, I don't believe Japanese culture does that any better than North American. Both suck at it actually.
I believe that the Internet will be instrumental in changing views toward sex in modern society. It provides a true view into the sexual desires of people. Where else could people like us get together to discuss an issue as taboo as castration desire? It will be very interesting to see how the sexuality of the next generation of kids is shaped by the Internet. I predict they will be much more tolerant of what we consider "deviant" today, but also that many will get themselves in trouble as well.
