I have meet them by actively participating on BME and from local contacts I made with people into piercings, tattos and other mods.
If you want to find people into this and able to help you on your way to your goal, you need to get out and meet others. Start off with making friends with people into piercings & tattoos. If you show an interest and keep hanging around with people like that you are bound to start making more contacts, and eventually you might find someone to make your goal come true.
You can't expect a cutter to just jump out from behind the woodwork to respond to your ad. They are underground for a reason, the SERVICE they offer is illegal in most states. I know that most cutters are found through referrals, a few may contact you directly but that is very rare. Go out and make new friends and show how serious you are, be prepared to just have minor things done at first.

On EBAY you can get some very cheap (less than $10) elastrators...designed to castrate sheep with stretchable rubber rings. I have seen that they work nicely on the cock. Keep clippers close by for removal. Lots of guys who still have their balls (like myself) use these to torture their nuts. I have not had this experience myself yet. I use leather (boot string) myself to numb up my balls. That deep cord crushing feeling is exquisite. I but am considering the elastrator for the cock and have seen some nice PICs on BME/Extreme.
