One way that I have used to numb the penis and testicles is to use either 2% xylocaine jelly, (lidocaine hydrochloride) or even better EMLA cream which is 2.5% lidocaine and 2.5% prilocaine. The xylocaine comes in a tube with an applicator that you can insert into the urethral opening and by squeezing the tube inject it directly inside. The effects take around 5 minutes but the numbing affect only lasts for 30 minutes. For a longer lasting affect, EMLA cream, (which is only for topical use, not injected via the urethra), can be used with the affect lasting for several hours.
