This is not entirely true. HIV is present in all bodily fluids, including sweat, spit and urine. All of those happen to contain things that kill it, and so are fairly safe for things like french kissing and watersports, however, spit does sometime contain small amounts of blood (through microscopic cuts on the inside of your mouth) and active HIV has been detected in samples of spit before.
As for HIV being transmitted through unbroken skin, there are actually two cases I'm aware of. One was a very old couple who had not had sex in many years, but the husband (who had had an infected blood transfusion) gave it to his wife through hugging and fondling. A similar case occurred in Italy where a boy caught it from his brother. Both were pre-puberty and the older brother had been infected via transfustion, same as the old people. Both of these occurred in the first half of the nineties; I can't cite a source for sure but I think it was in JAMA. Such cases are exceptionally rare; those are the only two I'm aware of. In both cases doctors theorized that it was transmitted through microscopic cuts in the skin, which everybody has all the time - you get them when you scratch or bump into something.
As for transmitting it through the penis, it is possible, although difficult. Having a FULLY HEALED urethral relocation with a somehow-stopped up penis, and with no lesions or other cuts in place, would probably provide similar protected to an unbreakable condom, with the caveat of the microscopic laceration problem.
Basically, AIDS prevention is not a good reason to do this, but there are a number of other good ones...

HIV can only be caught generally by two main body fuids the first being Blood and the second being male cum so unless there is a serious amount of blood in any other bodily fluid then you are safe so fo all those into water sports that has been proved to be perfectly safe unless the person is passing blood int here urine in which case they shouldn't be participating anyway.
Unless you trust your partner 1000% if you are a gay male you should allways use protection and way for anal penetration.
Well enough of me ranting but i feel that HIV is still misunderstood as a disease and how it can be contracted ;
)
