No.
Methanol usually has quite damaging effects on organic tissue, from what I read.
There is a huge difference in alcohols.
Ethanol (grain based) is what you find in booze.
Methanol can come from wood, etc. Toxic to ingest.
Rubbing alcohol, etc., good for wounds (hurts like hell) but also toxic to ingest. I seriously doubt if just soaking the scrotum in any alcohol would do much towards castration-like effects.

Very good idea, takes the guy cheap whisky, insists there the eggs and receives branded, the main thing do not forget on snack of a live palm crab-100 % result!
