The story I want is one in which a man with a small badly circumcised penis (it was done by his brother or brothers with scissors) takes his son with a large uncircumcised penis to the doctor and things happen.

Thank you. That does seem to be the story but it ends differently. In the one I remember after the boy was circumcised something much more drastic was done to him.

I finally found the correct story. It is "An All Around Improvement" by Big Tony.
