I need to tell you guys about last night -
Last night about 2:30 am I w as still up surfing the web when I smelled smoke. I traced it to the back porch and found it was an electrical cord that went from my wall to Monty's trailor. I unplugged it. Monty then ballistic, and broke in my back porch door to replug it back in. I opened my door to the back porch and challenged him on it.
Monty pushed his way in my house and in doing so I was pushed back abruptly knocked to the floor. I ordered him out of my house and threatened to call the police so Monty went into my living room and physically prevented me from getting to the phone. Only when I said that I wouldn't call the cops did he exit my house. By then it was pasty 3:12 am.
I'm not sore from my fall...yet.

He attacked you in your home, he also broke and entered, call the police and press charges.

Fortunately, I don't drink water. WE can't do any clothes washing, wash our hands or take showers but, I've been borrowing a bucket of water from the guy next door per day - one bucket of water = two flushes.

Call the police and press charges. If he prevented you from moving freely from one room to another, the charge is kidnapping. It is a felony in California and the police can do something about it. If they refuse, call legal aid and get a judge to issue a writ of mandamus.

My city water company must be getting desperate. Several days ago they shut me off saying I owed $356.
Today, I get a pink letter asking if I have overlooked my $217.41 bill. I might be able to pay almost two thirds of that on April 1.

I know its a stupid question, but have you explored whether your utilities have any senior discount programs? Around here most do, but I don't know about California. If not Salvation Army usually has assistance for seniors.
