I think that you could be getting food stamps. Do not know if having a house would prevent it.
Second though is that you should be able to go to a food pantry.
Just some thoughts.

I'll look for food pantries.
As for Food Stamps, I'm not eligible. I was given the choice between $160 in Food Stamps a month or $290 from SSI. I chose SSI. Go figure.

Curse the fiends at the City Water Department: they shut my water off today.
This is a crisis for anyone who visits me...an unshowered wolf is as bad as chemical warfare.
Not to mention I now have no water for my cats or dogs

Find out why they shut off the water; before shutting off something as vital as water, the water company usually gives warning notices. Either the notices were intercepted or someone representing you requested the water be turned off. Find out.
Was that what the deed to the house was used for, to misrepresent someone to the water company? Are you unwelcome squatters trying to drive you out of the house by depriving you of water? What are they doing for water? Toilets?
In the meantime, if it is still raining, put some buckets out and catch rainwater for the animals.

I walked a few miles downtown to "The Way" church who offered on the phone to cover my water bill. However, after arriving and talking to the pastor, his conditions were (1) I had to give up my TimeWarner services since that is considered a luxury and (2) I had to come up with half of the bill and they'd match it. Number two is not an option since I'm broke this month. And no way am I giving up my Internet.
When I arrived back home, my neighbor had turned my water back on by hook or crook

Can't you get the jest of this.. You can not keep going on like this forever.. First it is the water turned off, then it is the electricity, then the internet, then the phones.. You can not keep going living beyonds you means.. When expenses exceed income something has to give eventually. You need to make changes somehow. Find the way and do it.

Flo, me thinks my neighbors have street knowledge. Strange that I never picked up that in the classroom
