I've read a lot of conflicting information about banding. Does anyone have any factual experience or knowledge?
I've read that 12 hrs without blood supply is enough to kill the balls. Likewise, after this amount of time, it is safe to cut off the sac without any danger of blood loss(?)
I've also read that if you left the sac banded for about 3 weeks, the sac would drop off of it's own accord. But contrary to that, I have read that the sac must be cut off after a few days to stop the possibility of blood poisoning.
Any facts out there ?
Banding - what are the facts ?

Re: Banding - what are the facts ?
Nel,
FACT: Haven't heard of anyone who can withstand the ever-increasing pain of castration-level banding long enough. Seems like 90 minutes is about what most can stand.
FACT: If the goal is castration, these sorts of things ALWAYS result in expensive trips to the emergency room.
FACT: Even short-term banding carries the risk of blood clots (which could be fatal). Death is not an acceptable side-effect.
I read your profile. If you are interested in calming your husband, discuss chemical castration with him. Many of the men here don't like being a slave to their libido, so he may welcome the idea. Here is EA's forum on the subject:

The advantage of chemicals is they are temporary and can often be administered at home.

Re: Banding - what are the facts ?
If you want facts about how long blood supply has to be cut off from testicles to kill them, look up medical references for "testicular torsion". You'll find that you need 12 hours for a significant chance to kill them, and 24 hours to guarantee it.
I've never heard that it would be safe to cut them off, even after banding -- I think it would take several days for the blood flow to be permanently altered and even then if you cut near where it was banded I think it would still be bloody (with danger for blood loss). The idea with banding is to leave it on until they pretty much rot off, but as you mention that of course opens the door to serious infection.
If you do want to proceed with banding, I would suggest that you band properly for 24 hours then submit yourself to a hospital to have it cut off properly. That is the best of both worlds. Of course, you'll end up with some psychological testing which may or may not be bothersome -- some regions have laws that people who self-harm can be detained indefinitely as "danger to themselves".
As far as I know, pretty much everyone who does self-castration ends up in an doctor's office for some complication or another, so you might as well plan for it.
If you want to see pictures [WARNING **graphic medical**] that show the reality of banding see:

Infection, Gangrene, need I say more?
Even under the best conditions things can go wrong, why incrase the odds.
Happy banding
