Hi, can anyone tell me how long it takes to do damage to balls that have been severely tied off? ... really tight with heavy duty rubber? I know they go black after a while, and get the dull aches insides. But this eventually goes numb. I am interested in knowing how long it takes before permanent damage to the balls occurs, and what happens if it does. Do they just shrink away?

The best medical literature on how long a testicle can "remain viable" while blood is cut off is related to the medical condition of "testicular torsion". If you search on testicular torsion you should find references to the length of time the testicles have been cut off from the blood supply and what that means for testicular function.
From what I've read, the testicles can last longer than most other body parts. It takes over 12 hours of complete interruption of the blood flow to ensure 100% chance that the testicles will die.
Note that with testicle banding, you will also be killing the scrotal tissues so you need be prepared for that.
Personally, I cannot go the full 12 hours. I think if you wanted to do it, your best bet is to have a helpful friend tie you up so that you cannot remove the bands until it is too late.

I agree- at least 12 hours, in fact if you leave them for that long you had better leave the band on for the duration and be done with it. I went for 13 hours before giving up (alas) and still the bugger recovered. So if you intend to go through with it leave the band on, however if you use a Calicrate it is not so painful and much more effective, and don't put a calicrate on unless you really mean to go all the way.

The bigger and stronger the band is the better it cuts off the circulation. The thicker band is also more comfortable because it doesn't bite so sharply into your scrotum like the elastrator. The tri bander is the cheapest of the big banders to use, it only costs about $30 USD to buy. I have tried both so I speak from experience. Another problem with the elastrator is that it takes longer to stop the circulation allowing blood to enter the scrotum and cause it to swell slightly. This may be another reason for the extra pain. I have only used them for fun in the past. I couldn't imagine leaving either one on long enough to do the job. The pain is basically unmanagable without very strong pain killers. Surgery in my opinion is a much better option. If I had to do it my self I would go with the burdizzo clamp and a good injectable pain killer. Oh, and one last thing, the scrotum takes a very long time to go numb. I remember reading about somone's personal experience with it and from what I remember it took nearly 20 hours to stop hurting.
