The male urethra is of course located in the penis. One is advised to relocate the urethra only when the entire cock is removed at or below the abdominal surface. One can still easily pee from a cock that's been cut off at 1/2 or 1" from the abdomen. Relocation allows a guy w/o a cock to pee w/o dribbling down his abdomen (or balls if he still has them). There is no 'need' to relocate the urethra as a result of removing the testicles or scrotum. Some guys choose to voluntarily have their urethra relocated just so they can pee sitting down in the same manner as a female.
