You have a good reason for why you want the surgery. Maybe there is a urologist in Toronto who specializes in sexual medicine.

My doctor referred me to the endo that prescribed my estrogen. There was nothing to it. What does your doctor say?

Until now and despite the requirement that travel for non-essential is prohibited, US border authorities have been admitting air travelers to enter the US through US airports. As is noted, such travelers will require a negative COVID-19 test before boarding airplanes starting later this month. A negative test taken within the preceding 72 hours is already required for any air travel into Canada that's for your return.
The US is currently enforcing the agreed reasons for permitting crossing at land borders. Of course, both air and land travelers returning to Canada are required to observe quarantine requirements (14 days).
If they were available, almost all procedures performed in Canada for Canadian residents are of course without charge. It's the law!
