But doesn't raloxifene cause an increase in serum testosterone?

No, more an decrease but not to castration level. Also it would be increase it, doesn't matter because estrogen is absolute nessecary for libido and the fake estrogen (Tamoxidene/Raloxifene) are blocking the receptors in brain but don't working correct as estrogen there leads to absolute lost of libido.
Testosterone only is not enough for creating libido in brain. Also No T and only estrogen would lead to a good libido, like females have and it's the base for all.
Testosterone does more working on male functions itself instead of the libido, so many people on TRT has libido problems with really much T intake... it leads to estrogen imbalance and this makes the problems. Too high estrogen and also too low estrogen leads to the mostly same problems. Males need a short cutted range where estrogene levels has to be.
