I think that one reason so few new stories are being submitted to the Archive is that the authors are seldom rewarded for their efforts. The ONLY reward possible is the feedback that they receive, whether stars and comments on the story itself or a post here on the Bulletin Board about the story.
I just checked ALL of the stories posted in English since the first of February (leaving out two in German and two in Chinese). On average, the stories received ONE COMMENT each and each was given a star ranking by under SEVEN readers. (Actually, by 6.86 readers.) If you want more stories, you need to do better than that!
Authors need evidence that someone is reading their stories and that their efforts are appreciated. There is no functioning post counter on the Fiction Archive, so authors cannot tell if anyone is even reading their stories unless there are stars and/or comments.

Re: Why so few new stories?
I always give a * rating for any story I read. And sometimes comment. Guess I am one of the few !
