It really depends on the motivations, and honestly the motivations of the original poster aren't that clear. Chastity belts work primarily to prevent intercourse with others (hence the term "chastity" belt). You can still orgasm using vibrators, so they don't prevent that. And your body will still try to have erections, but the chastity device will (often painfully) prevent it. But my point is that you will still have the experience of your body trying to have erections, which I'm not sure the original poster is looking for.
I agree with most posters here that numbness is the best non-hormonal way of feeling like you're not getting erections. Even if you get erections while numb (I could) you don't get any of the related discomfort or distraction. So try banding (the banding needs to be tight -- I'd recommend elastrators -- and needs to "cut into" the top of the penis where the dorsal nerves run).
There are some chemical methods, but they all have side effects and are also not a sure thing. SSRI anti-depressants can reduce libido, but can make your mind foggy and your personality disconnected from others. Anti-androgens will castrate so will lower libido and usually reduce erections, but can lead to depression, lack of energy, weight gain, bone density loss. I like SERMs (like Raloxifene or Tamoxifen) as they seem to reduce libido without making you feel bad, but it is not clear whether the original poster wants to reduce libido or simply prevent erections.
You can damage your penis enough to prevent erections, but that is dangerous. I did it with phenol injection that caused "veinous leakage". This means that even with drugs like Viagra I cannot get an erection. But phenol is super dangerous -- it was used by Nazi's to kill prisoners! So I can't recommend you risk your life for this.
It seems to me that if you don't like erections, then it means you generally don't like your penis, so I agree that getting it fully removed is probably the best permanent solution.
Anyway, it is very hard to separate out libido, erections, and orgasm. If you are only interested in getting rid of erection, you need to do something physical (not chemical), meaning either numb the penis, damage the penis, or remove it.
