I agree. That is in fact the problem that was in the article that pointed me to this hospital -- they had numbed guy's penises without their consent and they were getting sued.

However, this procedure is fairly superficial -- it is only local anesthetic and cut through the foreskin. And I've already damaged my penis in more serious ways. So I think the risk isn't huge. But I certainly would never go under general anesthesia at a Chinese hospital!
