I think we would certainly have the ability to colonize other bodies in the solar system. It took less than a decade to land on the moon. And that was just one country working alone.
As to the will of the world, that is harder to say. Not to mention who knows what the world will look like in 100 years, let alone 500. Is there still the same countries or have things changed. Has there been a world war or pandemic(s). Is there still an American conservative anti-science push? So many variables.
However they do plan to try to land on Mars around 2030, so it is getting closer to becoming a reality soon.

Has there been a world war or pandemic(s). Is there still an American conservative anti-science push? So many variables.

I hear you, but I was referring to us Eunuchs. When humans are sent to other planets to repopulate the human species...WE will stay behind, because we cannot reproduce anymore. NASA (or whoever) will maybe not spend all that money on people that will not satisfy the need of the mission. Earth might become a sanctuary for Eunuchs! 
Until we all die...of course...
Or, perhaps Earth (on the whole) can become a huge prison...like in Alien 3.

But what makes you think ovaries and especially testes would survive space flight? There is radiation and weightlessness to worry about. Certainly in space an orgasm would travel farther but there would be no gravity and that might adversely affect the spermatozoa's swimming. The lack of gravity would make testicular torsion a worry because the testes and scrotum might float in the gravity-free environment unless they testes were held tightly against the body as in speedos or jockey briefs, but those garments are notorious for raising the scrotal temperature to unacceptable levels and reducing the motility of the sperm. It is a common observation concerning infertile couples that the first efforts at correction involve getting the husband out of his jockeys. In many cases just cooling the sack results in a resumption of healthy spermatozoa that successfully swim to home base. If the intention were to repopulate, the best bet would be to send an all female crew to Mars with a payload of frozen semen. If the frozen semen was shielded from radiation and the crew had internal gonads, chances of radiation damage would be less than if males were sent up with radiation bombarding their bits or their junk bundled up in hot lead shields and padding causing damage to the released spermatozoa. Upon landing, the women could all be impregnated by artificial insemination. One twelfth of the crew each month so that the women would come to term in stages so that they do not all go into labor on a single day.
