I seriously doubt this. It's not the location of injection, it's the fact the chemical/hormone testosterone is present in the body. Injecting it directly to the clit will have no more impact on the clitoris growth than if you inject it in your neck.

Diffusion is also a thing - if small doses or long-acting, low-migration versions (depot testosterone - does that exist yet?) are injected, they'll be present at very high - active - concentrations in the clitoris, but be diluted into inactivity in the broader bloodstream.
