I think the area being described is perhaps the perineum, although I would think that it would just flow into the base of the cock. And I agree that it's extremely erogenous, almost as sensitive sexually as the glans of the penis.

I would always prefer my empty scrotum to be removed at the same time during my castration. After that, everything just gets much more complicated.
