And they should but I fear if they have a good winter and the reservoirs fill back up it will be lost, some body will file a lawsuit and it will be over again.
They need to build several then put the state on water rationing, no lawn, go with natural plants and such but it will never happen.

It will happen on all infrastructures, power, roads, water, santitation as long as those responsible approve construction projects with common regard (none) for infrastructure and whether it can support the additional load of the proposed construction.

A real conservationist uses as much water as they can afford to stress the system to reality without the standing favortism towards fracking and construction.
