I'm not sure what system you are running, but if you do the following it may clear these things up. This process will erase any stored passwords you have on webpages, so be sure you know what they are before proceeding. This works on MS Interenet Explorer. I believe Netscape has a similar process.

Go up to the "Tools" drop down menu and when it shows the options click on "Internet Options". Then click on the box to "Delete Cookies" when that is done click on the box that says "Delete Files" (this may take a couple minutes if you don't do it regularly). Then Click on the box in the next block that says, "Clear History".

This basically deletes your temporary internet file caches and resets them, but it doesn't root out everything the advertisers do. The worst one I've encountered thus far is Gator Inc. They convince you to download their spyware and then advertise to you constantly (perhaps this is what you have). They change the registry settings and, in general, are a pain in the butt to get rid of. I couldn't use the uninstaller in windows or find an unistall program provided by the vendor (gator inc) to kill that program. It took a while, but I finally disabled it.

Hopefully this will clear up quite a bit of the problems. We all know that "cookie" files are mostly advertiser tracking devices. Problem is that many sites also use "Cookies" to store passwords. That's why you need to remember your passwords if you do this. They will be wiped out in the "Delete cookies" step above.

Pop-up spam seems to be a fairly new phenomenon, a new way of exploiting the Windows Messnger tool that loads in Internet Explorer.

LavaSoft, which makes the AdAware software Paolo mentioned, has a brief how-to-disable in the "Windows, General" thread on its support board:

It's also possible to just click on the Messenger icon and sign out manually each time you go online.

OK here is another twist, I was getting them a few months back, POP UPS randomly. Bboy, Paolo and others suggested software that I down loaded, I cleared my cookies and still the pop ups continued. I finally decided to close all running programs before bed one night and left the PC on which I usually do anyway and the next morning I looked at the log of what had run and I found the little bastardΒ… What this ass wipe is doing is sending you a folder with a program that goes off on a randomly. I found this what looked like a harmless folder and inside was one .exe program. GOT HIM, I could not delete the program, move it delete the folder or rename the program but I changed it from an EXE to XXX and that bastard has not run sense, he is still on my PC but he is dead in the water. Now my next quest is to learn enough about this damn program to change it just a bit and send it back to the ass holes that sent it to me. I am working on several ideas for pop ups that I know will get there attention and a few other quarks J It may not work but I do enjoy the fun I will be trying. So A1 you may want to look there also, in the middle of the night.

The cd/ del . del .. would probably fix the person's problem, not to mention break his windows...

But that would be like a computer virus. And it is too malicious.
