I agree with you re the slicing motion, this is also why a guillotine's blade is set at an angle. The angle causes a slicing motion as it descends, thus removing the prisoner's head more effectively. The same would hold true were someone to make a mini guillotine in order to remove their penis.
In the tool & die business we call it shear. It's the common practice of grinding the cutting edge of a punch at an angle so it doesn't have to go through all at once. It greatly reduces the pressure required to make a cut. It doesn't take much to make a big difference. I've seen fingers cut off but never a penis. I still have all 10 fingernails.
