Can't change avatar

I am unable to change my avatar to a photo I have on my computer. What could I be doing wrong?

The pixel dimensions could be too high, make sure the longest side is 199 pixels max.

The file size could be too large. Try and compress it down to 20K or less. Make sure it's in JPG format.
