You may be interested in a Victorian-era strategy for discouraging masturbation on the part of chronic masturbators at boys' schools in the UK. The document describes the horrible consequences of regular self-abuse and then the good doctor proposes the recommended cure: removal of that most sensitive portion of the male member, the glans. He describes and illustrates a sort of horizontal platform on which the penis rests (and is probably tied down onto), with the glans projecting past a U-shaped opening that just fits the penile shaft. A 'bistuary blade' (obviously exceedingly sharp) is then positioned just above the penis, against the flat glans-side of the 'U', and is then pushed down rapidly through the shaft of the penis just behind the glans coronal ridge, severing the glans.

If you look at the diagram showing a side-view of the penis and the path of the blade through the shaft, it's clear that the ends of the two corpora cavernosa (cylinders making up the upper erectile portion of the penis) are also both being cross-sectioned, since they normally extend most of the way into the glans - a bloody affair, no doubt. "No anaesthetic need be used, as the entire procedure is completed quickly."

The author claims several hundred boys were treated thusly, with good results as far as reducing masturbatory habits (duh!!). He also recounts two other cases in which the entire (external) penis was cut off, and these youths were seen to recover and thrive after their amputation. I can guess that at least a few of the youths - what with their nakedness and exposure, the attention and rough handling of their over-sensitive penis, strapping it down to the cutting platform, the sensation of cold steel touching the skin of their rigid shaft - getting an involuntary erection, just before the blade comes down.
