Story from some time ago I'm looking for

The story centered around a small group of young college men (about half a dozen, if I recall correctly) who would, as a group, decide if a man deserved to be castrated. One of them wakes up to find he's been tied to the tree they use and is surrounded the rest of the group. They ask for his vote. He says something like "As the victim, no. But as a member of the club, I must say yes." As they set up whatever it was they used for castration, the club president says "Enjoy yourself while you can; you're next." to one who is masturbating nearby.

Anyone remember this story?
