Looking at the video the body builder has gynecomastia, you can see the breast tissue. Without any breast tissue there can not be lactation. Milk production. The breast growth is due the testosterone being converted to estrogen.

To get the look and lactation you can compromise your fertility, testicles and long term health. To induce lactation there are web sites with the instructions but you first have to some breast tissue.

Pretty much that is just the result of steroids. Testosterone is actually converted into estrogen by an enzyme called aromatase when there is an excess of it in the body, (IE, more than the body can actually use.) For this reason, gynecomastia among steroid-shooting bodybuilders is actually very common.
