As a guy who had undescended testicles, and then had them retreeat back into the inguinal canals, and stay there, I kniw first hand that doctors find that to be risky. They can not be properly examined, for potential cancers or tumors. TRhere is ulrtasound and other imaging that can be done, but for the most part no doctor is going to freely agree to "tuck" your testicles for you.
I have spoken over the years with several people that achieved this resullt with piercings , and one guy who actually stitched them up there on his own.
I would question why this would be your choice? Your profile is unclear about your real motivations, as it is too general. Is it strictly an appearace thing? Are you trying to be more androgenous ? Do you really seek castration, but not want to deal with HRT or the loss of libido ?
One b/f of mine used a cock ring placed after the testicles were tucked, and that held them there. It was easy to drop them for examination, or for a break. He did that to make us more evenly matched, and liked the look, but was not prepared to lose his.
As for risks, first off would be the potential for missed cancer, second, the testicles are not designed to function at body temperature, so their function will be impaired. Third, depending on body type, it could restrict blood flow, causing a slow atrophy of the testicles that would likely lead to the need for their removal. Asl oprolonged stretching of the inguinal area could lead to some weakening , causing a hernia.
I am not a doctor, but have had a great deal of time spent on researching my own situation prior to castration. Most of the things I have cited, were from doctors that I saw.
