Its a shortage of young eunuchs only. Since there are lots of older eunuchs after men s balls quit working on their own for various reasons and as more men get intentionally surgically or chemically castrated because of prostate cancer. Non working balls get more common as men age.
Its the young eunuchs that are so rare and hidden from the public.
