Is it possible? Probably. But good luck finding a doctor who would do it.

Couple problems I can think of:

1. Part of your penis goes down the center of your scrotum. You can feel it if you press down there when you have an erection. Not sure what would happen if you cut into that.

2. Your vagina wouldn't be very deep because they usually invert the penis to create a vagina. A skilled surgeon using only scrotal skin could probably make a decent set of labia, and a bit of an indentation, but it wouldn't really be deep enough to fuck unless your partner had a micro-penis.

3. Implanted testicles increases the risk of testicular cancer a lot.

4. Testicles are very sensitive to pressure. I'd imagine testicles inside the body would become painful from any sort of internal body pressure, such as if you gain a lot of weight, or even a strong sneeze or cough (could you imagine feeling like you got kicked in the balls every time you coughed hard or sneezed hard? Cold/flu/allergy season would be no fun unless you are a masochist)... Also what about things that cause muscle movement and/or pressure down there such as walking/running, lifting objects, or even orgasms. All of that could cause pain. Of course, maybe the cords are long enough that you could move the testicles far enough inside the body that it wouldn't be an issue.

I agree with the comments in post # 2 but have another question. Why do you feel it is necessary to keep your penis to pee?
