If the 100 year flood plain rule had been in effect, how much damage could have been averted. County, State and Fed park and other lands should be set aside for flood plain use as weather requires. No underground storage of dangerous chemicals and such measures. Any homes or structures built to withstand the high water. The Dutch have some that can float if a dike breaks.

In other weather news, San Diego apparently had one of those domino effect grid black outs that shut off the nuc plants too. It wasn't the heat. Just stupidity. The handyman in Arizona made a boo boo y'see and it shut down the whole system. It was restored in 12 and not 24+ hours. I thought that domino effect was fixed after the great black out of the northeast.
Lovely weather here as the heat has gone and the ocean breeze has returned. Had to turn on the house heat a moment.
