I just thought about this situation laterally for a bit, and came across a stunning revelation:
A US doctor has willingly amputated a perfectly healthy body part from someone without a medical reason, to make him happier.
Could this be a good sign that the medical establishment is becoming more open-minded? Or did they do it only because the penis is supposedly a very valuable organ in US culture?

Hate to burst your bubble, but based upon one line in the news article, "The ground-breaking procedure is to be patented, and Georgian men will be charged around Β£3,500 for the operation."
That seems to tell me (the "Georgian men" part) that we aren't talking about the US state, but rather the former Soviet country. More information on this country can be found here (http://www.parliament.ge/gotoGeorgia.htm) or here (http://www.atlapedia.com/online/countries/georgia.htm).
However, it's still a damn impressive procedure. It does raise some strange questions, though.... like did they remove the nail? If not, could you be arrested for cutting your nails in public?
