I tried to translate this text. Indeed, Its Dutch, but of a very poor quality(like my English). It is also partially incorrect about the function of the pampiniform plexus. Nevertheless, here you have the English version.
Here I give the answer to the three questions of Suzan:
Three distinguishable layers cover the testicles. They can be dissected by cutting the outer layer (of the scrotum) with a scalpel. The testicle pops out so you can clearly see the structure of the internal layers. (see photo).
The vertical, dark vessels you mentioned are called pampiniform plexus. These vessels provide the balls with food, they keep them at optimal temperature for production of the spermcells and they spread testosterone, the male hormone, made in the balls, to the entire circulation in the body.
Thats why young males, during the development of their genitals, get thes blue and black spots on the scrotum
