What he is saying is he made a concentration of 30% sodium chloride and injected that in his testes. I suspect the concentration was even higher, as he mentions boiling the solution, so probably more water evaporated further concentrating the solution.
Sodium chloride is salt, other salts that have been mentioned are calcium chloride and potassium chloride, as a general rule salts are desiccants they pull moisture out of tissue. Next time you grill a steak, salt it 30 minutes before you cook it, and notice how much moisture is pulled from the meat, this is why you never salt meat before you are ready to cook.
