I'm not a chemist but I have read that obtaining pure 100% alcohol is very difficult/impossible to distill. I do know that Everclear is not sold everywhere but they have it at my local liquor store here in Wisconsin.
But the exact percentage of alcohol is not horribly significant here. Lesser proofs will work either with more volume or doing it more often. Ordinary vodka is a good choice because it doesn't have any flavorings or colors.
For anyone concerned about accidentally injecting it into a vein, remember that 1 1/2 ml is only about 1/30 of a shot- hardly enough to cause any serious issues.
Yes, you are right. I'm wrong on the proof. I'm right on the toxicity. And I agree wbout the lesser proofs being just as effective.
HOWEVER, Pennsylvania doesn't sell 190 proof anything to unregistered users (like hospitals or research labs) and they require an accounting of it. I think they are afraid of "super screwdrivers" and "purple passions" both of which are stupid college drinks that are way to powerful for college men to drink (super-screwdrivers give you the shits and purple passions are puke intensive and grape juice stains walls, rugs, shoes, etc..). I mean, you want a strong drink of booze, go an buy a bottle of legit booze and drink it. Don't fool with this stuff.
Wikipedia hs an article on it that says it is forbidden in these states: It is illegal to sell the 190-proof variety in some states of the United States, namely Florida, Hawaii, Maine, Massachusetts, Michigan, Minnesota [3], Nevada, New Hampshire, New York, Ohio, Pennsylvania, Virginia, West Virginia, Washington, California, and Kansas. Everclear 190 is legally sold in some military stores within the continental United States.

You want some hi-proof alcohol for your testicles, buy a bottle of liquor and don't fool with everclear 190 proof or methyl or isopropyl (rubbing) alcohol. Gee, a couple little airline bottles of vodka will work 1.5cc at a time. Pennsylvania sells airline bottles and I use them for cooking if I want a good steak with bourbon sauce or if I marinate meat in whiskey.
Just be sensible about this.
