O.K. I'll tell you what to do, if you don't blame me for the results.
First, go to a body piercing shop and get an ampallang. Better make it a 12ga or so. Give it some time to heal, and follow the appropriate aftercare instructions, and keep a bar in it at all times.
After the appropriate time has passed go and have it stretched. Have several stretchings until your piercing is between 2-4 gauge. Next, get a ring for your piercing made that is big enough in diameter to go through the piercing and to also double your cock through.

Initially, he was pierced as if he was to wear a 'PA', but the piercing exited the urethra much further down than normal. This was stretched so that he could take a very large ring.
Then a trans-scrotal piercing was made of the same size. All that was needed after that was for his Master to pass the shackle of a padlock through both holes and then snap it shut - all locked up and nowhere to go.
