The physical body can still change some in the 20's. Some of the changes you do now may not be able to be undone. Hormones are very powerful and should not be taken for granted. You may get more then you want. Would be wise to seek some professional help to sort out your desires and fantasy.

It is true that you should be careful with hormones or anything else that is capable to permanently change your body.
You should look deep into yourself and think if permanent changes are worth it. As they probably will change your mind. Also attitude of your surrounding world will change. People you know might not like the way you change yourself.
What ever is your decision, it must be very informed. Then there are more chances to be happy later in your life - with or without changes and go on with your life.
Being stuck with your problem and wasting time with indecision could be as bad as making a wrong decision. Time is wasted, which is something you never get back.
About age I would't worry that much. Your body continues to change until you die. Everything depends on your goals. Where you want to go? What is your dream?
In Vietnam average age of American soldier who got killed was 19. Quite young age to die permanently.
So please be very careful!
